Council to Weigh $75,000 Toward Queen Anne Riverfront Lot for Possible Kayak Launch

Queen Anne asked Talbot County for $100,000 in Program Open Space money to help buy the former Dave's Garage property on the Tuckahoe. The county parks board recommended $75,000, and the request goes to the County Council on Tuesday, Oct. 13.

QUEEN ANNE, MARYLAND — Talbot County could put $75,000 toward a waterfront lot in the town of Queen Anne that the town says it wants to turn into public river access, including a kayak and canoe launch.

The Town of Queen Anne is buying the former Dave's Garage property at Main Street and Talbot Street for $118,000. The property is three parcels, and two of them are in Talbot County, according to the town's request to the county.

Mayor Phil Starkey initially asked for $100,000 in Talbot County Program Open Space money toward the purchase, with the town contributing about $18,000.

The county's parks director, Emily Gilmer, first recommended sending the request to the Parks and Recreation Advisory Board before the county committed money. Her memo noted that Program Open Space funds are limited, in part because of a recent county acquisition that will also draw on them.

The advisory board took up the request Sept. 17 but did not have a quorum, so it voted afterward by email. It recommended $75,000 instead of $100,000. The town has confirmed it will accept the smaller amount, according to a Sept. 23 parks department memo. The rest of the county's Program Open Space money would be held for park projects that become eligible in fiscal 2028.

The town would own the property and would be responsible for any future development, improvements, operation and maintenance, the memo says.

The County Council takes up the request Tuesday, Oct. 13, as part of the county manager's report at its meeting in Easton, which begins at 5 p.m. County offices are closed Monday, Oct. 12, for Columbus Day.
